Bureau of Indian Standards (BIS) hallmark is a system that certifies the purity of gold and silver jewelry in India. It is mandatory for all gold jewelry sold in India to be hallmarked. This hallmarking indicates that the gold item has undergone testing at BIS approved laboratories and meets the standards of purity as prescribed by Indian government. In this blog, we will explore what BIS hallmarking means, why it is important and explain in detail the top demanded BIS hallmarks in India including BIS 916, BIS 9K, and other hallmarks like 18K, 21K, 23K. We will also cover how to check a hallmark, BIS hallmark benefits and the legal requirements in India.

If you are a jewellery seller and wish to sell gold jewellery with BIS mark, you first have to get a hallmark licence from Bureau of Indian Standards (BIS). As per the BIS Hallmarking Scheme rules, this licence is issued for a specific store location. This means if you have multiple shops, you must get separate hallmark registration from BIS for each outlet.
Once registered, you can send your gold and silver items to BIS Assaying and Hallmarking Centres. These centers are facilities where experts test the purity of your jewellery before stamping it with the official BIS hallmark. In short - get your BIS hallmark licence, send your items for testing and only then can you legally sell hallmarked jewellery.

BIS Hallmarking is the process of checking and certifying the purity of precious metals like gold and silver as per the standards set by Bureau of Indian Standards. It is a mark of trust and assurance for consumers and ensures that the jewellery they purchase meets specified standards of purity and fineness.
Bureau of Indian Standards (BIS) launched the Gold Hallmarking Scheme in year 2000 to ensure purity and authenticity of gold jewellery in India. Later in 2005, the Silver Hallmarking Scheme was introduced for silver articles. Over the years hallmarking has become an essential trust factor for buyers. From 1 April 2023, the government made it mandatory for all gold jewellery to carry a 6-digit Hallmark Unique Identification Number (HUID).
Once the testing is complete, a special mark called the “hallmark” or mark of quality is stamped on the jewellery. This mark tells buyers the exact purity and assures them the metal meets the required quality standards. The BIS Hallmark acts as a guarantee of quality and protects consumers from buying substandard or adulterated products.

The popularity of hallmark types depends on customer trust, affordability and traditional preference. Based on demand, here are the three most sought after BIS hallmarks.
BIS Hallmark 916 (22K - 91.6% Purity)
BIS hallmark 916 is the most popular hallmark for gold jewellery in India. The number “916” means the gold is 91.6% pure with the remaining 8.4% being alloy metals like copper or silver to give strength. 22K or BIS 916 hallmarked gold strikes a balance between high gold content and the durability needed for jewellery. It is the preferred choice for wedding jewellery and heavy ornaments due to its balance of purity and durability. Most Indian families prefer 22K for its traditional value and purity.
BIS Hallmark 9K (BIS 375)
BIS Hallmark 9K jewellery contains only 37.5% gold with rest 62.5% being other metals like copper, zinc, or silver. It is much cheaper than higher karat options making it budget-friendly for everyday wear. Jewellery with this hallmark is affordable to 18K or 22K and is durable due to higher alloy content. 9K gold contains the lowest percentage of pure gold among the hallmarking categories.
Other Hallmarks (18K, 21K, 23K)
These hallmark types are chosen for specific purposes. For example, 18K is popular in diamond jewellery because it provides a strong setting for stones, 21K is common in Middle Eastern styles while 23K is used in high-end, delicate gold pieces.

Getting a BIS hallmark licence involves a several steps:
Once you have your registration, your jewelry goes through a strict testing process before it gets the hallmark stamp. Hallmarking Procedure in India includes three main stages:
1. Homogeneity Testing
From a batch of items, is taken for homogeneity testing. This ensures gold is uniform in quality and meets BIS standards.
2. Purity Testing
This is an important step. One piece is randomly chosen from every 50 items for purity testing. First the surface is tested. Then small pieces are taken for detailed examination to check the gold’s fineness, value and purity.
3. Individual Item Marking
Once the jewellery passes all tests, the BIS hallmark is applied to each item. This is usually done by laser or press marking but in some cases it can also be hand-marked.

The Bureau of Indian Standards (BIS) has set Hallmark License Fees known as Registration Fees for obtaining and maintaining a hallmark license for jewellers in India.
1. Application fee
A one-time non-refundable application fee of Rs 2,000 is required for new applications or renewals of a BIS hallmark license.
2. Registration or Renewal Fee
This fee depends on the business's annual turnover in the previous financial year and is payable either annually or as a lump sum for three years.

A valid BIS hallmark on gold jewelry consists of five marks:
BIS Logo: A triangular mark indicating certification by the Bureau of Indian Standards.
Purity Grade: This indicates the fineness number and corresponds to the carat value of the gold (e.g., 22K for 91.6% purity is marked as 916).
Assaying and Hallmarking Centre's Identification Mark/Number: The logo or unique code of the BIS-recognized Assaying and Hallmarking Centre (AHC) where the jewelry was tested and certified.
Jeweller's Identification Mark/Number: The unique logo or registered number of the BIS-certified jeweler who sold the piece.
Hallmark Unique Identification Number (HUID): A unique 6-digit alphanumeric code assigned to each piece of jewelry during the hallmarking process. It provides traceability and helps buyers verify their jewellery’s details, purity and origin through BIS online verification tools. This was made mandatory from April 1, 2023.

Buying hallmarked gold comes with multiple benefits for both buyers and sellers.
In short, hallmarking protects the buyer’s investments and strengthens the seller’s reputation creating a win-win situation for both.

To make sure your jewellery is BIS certified:
BIS hallmarking is not just a stamp, it is a protection for consumers against fraud and low-quality gold. It ensures the jewellery adheres to national standards and safeguards consumers against frauds. This hallmarking guarantees that the jewellery you purchase matches its declared purity. Always remember to check the hallmark and verify its authenticity.
BIS mark is a certification symbol issued by the Bureau of Indian Standards. It confirms that a product meets the quality and purity standards set by BIS. In jewellery, it means the gold or silver has been tested and certified for purity.
BIS hallmarked jewellery is gold or silver jewellery that has been tested at a BIS recognized Assaying and Hallmarking Centre and certified for purity. Each piece carries the BIS logo, purity in karats, the AHC’s mark, the jeweller’s ID and a unique HUID mark.
Any jeweller or store selling gold or silver jewellery in India must have BIS certificate. This includes manufacturers, wholesalers, distributors, and retailers of gold and silver jewelry. They need to register with BIS for each sales outlet from which they sell hallmarked articles.
To get a BIS mark, jewellers must first obtain BIS hallmark registration. Then the jewellery must be sent to a BIS recognized Assaying and Hallmarking Centre where experts test the purity and stamp the BIS hallmark if it meets the standards.
As per the latest guidelines, the hallmarking charge is Rs 45 per gold item and Rs 35 per silver item plus GST.
If all documents are correct, it usually takes a few weeks for BIS to review your application, conduct inspections and issue the licence.
916 hallmark gold refers to 22K gold. The "916" in the hallmark indicates that out of 1000 parts, 916 parts are pure gold, and the remaining 84 parts are alloy metals, such as silver, copper, or zinc.
Yes, hallmarking is mandatory for gold jewellery in India since June 16, 2021. However, certain items like watches, fountain pens, and gold jewellery under 2 grams are exempt. This law ensures consumers get standardised and verified gold purity.
Yes, hallmarking applies to silver jewellery as well. The BIS Hallmarking Scheme introduced in 2005 certifies the purity of silver items. Just like with gold, silver jewellery must be tested at a BIS-recognized centre before it can carry the official BIS hallmark.
