The Indian Silk Export Promotion Council (ISEPC) is an organization established in 1983 under the "Ministry of Textiles, Government of India."  It is an authorized body that will regulate your silk products if you wish to sell them in the international market. The primary objective of the council is not just to regulate your product but to promote exports and create international demand for them. The Government of India has recently declared Silk and other allied silk product industries under the Priority Sector. 

Upon registration as a registered silk exporter, the ISEPC will support you by providing technical guidance and opportunities for trade promotion and international marketing. ISEPC works closely with the Government of India on policy formulation concerning the silk sector and provides specialized services to trade, commerce and industry, enlarging global business opportunities for the silk industry in India.

• ISEPC acts as a bridge between Indian silk exporters and potential international buyers. They conduct market research to identify promising regions and products with high export potential.
• Establish contacts with potential buyers to generate their interest in Indian Silk products.
• ISEPC Sponsor trade delegations, study teams, and sales teams to various markets abroad.
• ISEPC organizes Buyer-Seller Meets, creating a platform for its member exporters to directly interact with international buyers. This helps in better negotiation and deal-making opportunities.
• ISEPC organizes silk fairs and exhibitions within India, providing a vibrant platform for Indian silk producers to showcase their products to domestic and international audiences.
• ISEPC offers support in resolving trade disputes that may arise between Indian exporters and international buyers.
• ISEPC aims for generic promotional campaigns to enhance the recognition and desirability of Indian silk products in the international market. This builds a strong brand reputation for Indian silk.
• ISEPC conducts workshops and seminars on various trade and policy-related issues, empowering its members with the latest knowledge and insights into the international market.

If you are engaged in the manufacturing, processing, or exporting of silk products and you hold a valid Import Export Code (IEC) number, which is issued by the Office of the Director General of Foreign Trade (DGFT), you will be eligible to become the registered textile exporter of the Silk Export Promotion Council

The ISEPC offers two types of registration based on your nature of business.

• If you are a manufacturer of silk products and wish to sell in the international market, you will need to register as a manufacturer exporter. 
• If you are a trader of silk products and want to export to the international market, you will need to register as a merchant exporter.

If you are a member of the council, you will be entitled to receive all benefits from the council as announced by the Government of India from time to time including participation in the subsidized and general annual export promotion activities of the Council.

• A certified copy of the Partnership Deed (in case of a partnership firm) or the Memorandum and Articles of Association ( In case of a limited company).

• GST Certificate
• SSI Registration Industrial Licence/IEM (Manufacturer exporter)
• EH/TH/SSTH certificate (if any)
• Details of Authorised person (Director/partner/proprietor/Karta)
• Photocopy of evidence as a manufacturer exporter, if applicable.

A Notice has been issued by the Director General of Foreign Trade (DGFT) stating that application for a registration cum membership certificate (RCMC) or a registration certificate (RC) must be filed electronically through their common digital platform. 

The procedure for registration is as follows:

Create your account with your IEC code, and your login credentials shall be used to log in to the DGFT portal.

After logging in, go to the e-RCMC registration section in the portal, and fill out an application form with information such as your company name, address, IEC number, PAN number, date of incorporation, and nature of the business.

Select Export Promotion Council or Commodity Board and Fee Details.

Fill in the details of authorised representatives or contact persons for the councils and click on the “Add Details” button to save the details.

Under other information, select the countries to which you will be exporting and click on save & next

You will be required to provide supporting documents, such as a PAN card, IEC certificate, incorporation certificate, and so on (see Documents required). Attach all the documents required in the attachment section.

Once the application form is completed, review your application form, make sure not to make any mistakes to avoid rejection, and give a declaration for the submission of the form to the council.

After that click payment for RCMC, the applicant will be directed to the payment gateway for the payment, make the payment and then click on submit.

The committee shall review the application and may request additional documents or evidence if necessary

The decision on the application shall be made within 3 months from the date of submission.

On approval of the application, you will receive an RCMC certificate from the Carpet Export Promotion Council.

• You will get the opportunity to participate in international silk, trade, and consumer events organized by the Government of India or by the Export Promotion Council.
• You will get to participate in the buyer-seller meetings organized by the Export Promotion Council within India and abroad. This will help you gain exposure to global markets and opportunities for networking with potential buyers and importers. 
• You will also be eligible to get a duty drawback for the excise, customs duty, and service tax paid on the raw materials that are used for the production of the goods meant for export. 
  
• The Indian Silk Export Promotion Council provides various financial benefits and works closely with the Government of India and State Governments on issues related to policy matters in silk products.

• The council provides information to trade including market surveys and market intelligence conducted by them through publications and electronic media.
